Received a letter today saying that our application was finalized w/ instructions for sending in passport.

Yes, thanks for the advice! The letter provided a link to the VFS website and we nearly ignored it but I thought let me just contact them. They were very helpful and let me know that no we can't just send in the passport and photos to the VFS as the letter stated but need to sign VFS's consent form and pay a service fee at the bank. I wish the letter was a little bit more explicit about the additional steps but by now I should know about due diligence.

Do I need to pay prepaid return postage? VFS said that was not necessary and that they will contact us when it's ready. Does that mean we arrange for the courier to pick it up at the VFS office when it's ready?

Yes you have to send it through VFS.
I almost made the same mistake but luckily I clicked on the link and realised I had to send it through vfs and also pay the transmission of passport fee and here in SA they provide the service of sending back your processed passport by courier at a fee so I paid both fees so find out if they provide the service and pay the prepaid return postage fees as well. I sent the proof of payment with passport, 2 photo's, annex A and I also sent them my proof of payment of the Right Of Permanent Residence Fee.
I would advise you to pay the RPRF if you haven't and include the receipt with your passport to avoid any delays.

I got my passport with visa this morning

Can anyone who is in toronto/mississauga help me out with regards to certifying?
Ineed to do a passport for my newborn, but ineed a certified letter from my hubby giving me permission
He moved there towards the end of last year, so he is still figuring out the place.

Yes, we paid for the RPRF back in October 2013. Okay, we've included the RPRF receipt in addition to the photos and annex A. Thanks for the advice. It would be great if he could come for xmas but no sweat even if it takes longer at least a positive decision has been made.
