The same Visa office LONDON serves for other nationals like Indians working in Saudi and Gulf....but for them Processing is late.

Now it is clear. The Canadian Immigration system is based on Quota. For every nationals they have quota allocated. And once the quota is full...they slow down or stop issuing Visa for that nationals.
Your reasoning may be flawed...how about Ghanaians or other nationals Accra VO serves? I dont think CIC has issued that many visas to nationals it serves. Accra VO is painfully one of the slowest (if not the most) of the all...Mandie

when i say quota for each national it does not mean the No. of Visas for each nation/country will be same.

The quota depends upon No. of applications received from each national/country.

India, Pakistan n philipnes are the large no. of the applicants. Ghana has very less population compared to these countries n its obvious the applicants will be less too.

May be the quota of Ghanians is full.

For example if Ghana applicants are 20 and Indian Applicants are 80....it wont be fair if CIC issue 20 No. of Visas to both Nationals.

The quota can be in terms of percentage... Example 15% of the applications received from each national/country.

Obviously it is working, but only for pending cases n for those who received MR......not for new applicants...who applied After January.

And Yes!, even we were surprised as we had given up all hopes of getting the Visa this year. We had thought, that since NDVO is handling high number of student visas, as well as getting new inflow of applications post June 2011, it might slow applications of post June 2010 candidates or put them in the backlog.

But, thankfully... We got it this year itself. :)

I hope and pray for each forum member's speedy processing by their respective VOs. This immigration waiting game truly tests a person's patience.

You need to have had a good relationship with a landlord because of this.

Everyone should have a look on craigslist for the area and type of accommodation that they might want before they go, I think.
You will see that there is a lot to choose from.
This will also give you a good idea of the rent you will be looking at. Many of the properties have map links so that you can see where they are.
In our experience though there is HUGE variation in the quality of accommodation even for similar price. I cannot even explain the terrible state of some of the places my husband saw when he was searching for a larger rural place for us to live together. He saw one which was essentially a shack with torn linoleum flooring and not even any insulation in the walls (freezing in the winter!!) which was on a farm which had kennels. This was not mentioned on the description and we have cats so would have avoided it.
It turned out that the rental property was actually attached to the kennels and when asked about it, the owner said, "The dogs don't make much noise - except at feeding time, of course." :o :o :o :o :o :o
This was advertised at a similar price to what my husband now rents, which is beautiful and tranquil and very private. So, do not assume that you can rent without viewing!!!!!! Photos and descriptions can be deceptive.

I also recommend setting up a separate e-mail address just for the purpose of enquiring about rentals and other purchases - that saves the possibility of getting hassled by anyone you would not wish to have spamming your usual e-mail account. It is also easier to check who has contacted you when you are in a race to get to properties before everyone else.
I have a Yahoo account I set up just for this and that works very well to keep my hotmail account free of spam and also for private correspondence not business.
