Usually it takes 20-25 days to transfer file from CIO,NS to Singapore VO (reason of this delay: using oridanary post instead of express courier service)
Continuously check your ecas: https://services3.cic.gc.ca/ecas/authenticate.do?app=ecas
Soon,you will find your status changed from CIO ER complete to Received by VO

I agree with you wayne.The guys at CIO-NS were more predictable as they processed the files in the order they were received and followed a standard guidelines for processing.But these VO's seem to process the files randomly. I am an AEO candidate and AEO's are supposed to get priority over other category, but still my ecas is stuck at RBVO for more than a month and some applicants who applied at a later date than me have already received their MR/PPR. May be these applicants have put in more efforts than me or simply they are more lucky than us.As a member, I feel happy for them. Someday will surely belong to us. So let us be happy as a family :)

Everything I think is to do with batches and brought forward dates. CHC will use some third party companies to investigate the authenticity of some of the documentation. So I think they do their checks, then ask the companies to get the information and then set a brought forward date. If they haven't received it by then they will set another brought forward date, probably for a few weeks later.

So a 1 day delay from these third party companies could translate into a 2 week delay at CHC.

Also CIO send the applications in batches to the visa offices, so two applications with their PERs sent several weeks apart could arrive at the same day at CHC.

Also I think potentially those with E00 whose applications were added directly onto GCMS may get faster treatment at visa office than those with B05 numbers who have to be transferred from CAIPS to GCMS. So much for the early birds getting the advantage! ;)

Ah well, not much can be done but wait. But it is starting to get very frustrating watching people whose application is received 2,3 or even 4 months after ours getting processed faster!

From my personal experience -- both the sections are not required to be filled for obtaining a PCC. I didn't fill them when I applied for my PCC last year.
