I did not start the comparing of who has the hardest route.
I also did not say that they have not sacrificed anything compared with me. You have joined those two things in your own mind. I pointed those things out to illustrate that Cat 2s and Europeans also have difficulties even if they are not obvious bureaucratic ones.
I did not accuse all CAT 1s of moaning. The only true thing you say is that it is IN YOUR OPINION that people put their lives on hold rather than a fact. Good advice tells you not to do this, but you do anyway. Mad. :P

On other sites, London applicants from pre-June are getting PR after 4 years, so perhaps it is just slow because they are trying to give good news to those who have waited a long time before they reward us newer applicants.
It does show that they are still working, though and maybe just a bit of delay for us because of the backlog.

"We reviewed your application and sent you a letter on March 25, 2011. Please consider delays in mail delivery before contacting us."
"A decision has been made on your application. The office will contact you concerning this decision."

also they emailed me and refund my money to my credit card. :( :-[ :( :-[ :( :-[
please update the spreadsheet.
I don't know if they will return my documents or not, because I want to resend application again but my IELTS is there.
what can I do?

4 applicants under Manila VO got decision made status in their ecas last week after 2 weeks of receiving 2nd aor. Last Monday 1 of them confirmed of receiving a refusal letter stating that they did not meet the score of 67 points, which came to our understanding that visa offices still re assess our application. A PER is not a final eligibility review then as what they had stated. So now I'm worried until we can't get hold of our MR, we are not safe. :)

It is very different news, after issuing PER they shortly assessed for NER.
Can you explain a bit more, in which ground they rejected.
Anyway, dont worry try again shortly.

What does it implies? is this a good sign? what to expect next? or what is the next step or process in my application? please share.

Hi this sounds like you failed at the eligibility review at the visa office?

I would say they should return your full file, but Kittu says that they keep it (which I still struggle to believe, but there you go).

IMO send a case specific query to CIO enquiring why you failed and also when you can expect your documents back. I am fairly sure it is theft unless you specifically signed something allowing them to keep all the records, so I personally don't think they have any right to keep all your original documents.

You're never SAFE until you have the visa in the passport. Even after MR you can still fail on medical grounds, or security checks. I have even heard of people failing because CHC after interview did not believe they were married (and they had already had medicals by this point). Of course these cases are very rare but it seems it does happen. I am astonished but now finally will concede the visa office indeed do seem to do a 2nd eligibility review. However, I think is a quick check to confirm that CIO haven't made any mistakes - as opposed to CHC simply disagreeing with CIO out of pure opinion.

Do those people failing their eligibility review at visa office get a full refund? If they don't get a refund then this IMO is extortion on the part of CIC - "Yes, you're eligible -> Keep all the money -> Oh actually we've decided you're not eligible after all but we're keeping all the money anyway". NO WAY should they be allowed to get away with that.

Pretty sure a refund will happen since an application is not considered in processing until it has passed its eligibility review.

For anyone who fails at the visa office I would be very tempted to mail them - saying that why did CIO say it was a "final" eligibility review if visa office can still fail you. Why were CIO lying?
