Please refer to the VO website for the same. Most VOs accept local currencies and CAD as well. ND VO accepts INR :P

* dependent children of a principal applicant or sponsor, a child to be adopted, or an orphaned brother, sister, niece, nephew or grandchild; and
* protected persons, including Convention refugees.

It is an old link, in the CIC website they do have a newer post stipulating the fact that the fees got reduced by 50% to benefit the FSW applicants.
