And yes this email is from N/Delhi (Visa Office), so the 2nd AOR ... (CONGRATS) ........ Please get into April 2010 thread (or any pre June 26) and clarify your doubts.....

Dear forum members,
do you think that the reason of sending medicals jast after 2nd AOR by Manila office is that the part of the work had been done in CIO?
or it is one of the fastest VO?

I mailed mine on January 14th and they charged my credit card on February 11th...I am guessing it will take few more weeks for me to get it. I think it depends on how many applications they have, but it seems like they are not too busy :)

What if inspite cap eaching 1000 some of them might be returned due to missing documents....making place for later applicants to fit in ?

Applications received on 28th and 29th October were returned because the NOC cap for 1122 was full. Regrettably no amount of "faith" will allow your application to travel back in time 4 weeks or so to make it into the cap.

I really thought that they changed the 3 months requirement since many VOs take forever to get in touch with the applicants. Its a waste of money having to get PCCs every now and then while waiting to hear from the visa office. I got mine in August and at the time I applied in October the checklist for Buffalo clearly stated that I should not include my PCCs with my initial application to CIO. Now the instructions have changed again. Its really frustrating.

My understanding/belief is that the PCC need to be less than 3 months old on the date your application is received at CIO, but are actually valid for 12 months. At the VO stage, if there is an issue with your security check, or queries about the validity of your application, the VO can request new PCCs.

My 2 cents, hope it doesn't confuse things.
