But its very interesting phase here..boz.. you know VO at country level with support of domestic staff is in better condition to know about the validity of university as compared to CIO .

I hope CIO peoples doing is very carefully....

CIO has ways of doing it. I guess they already have a list of recognized colleges and universities. I'm sure they do a bit of background checks @ the CIO, at least on the education part as it's very easy to find out if a university or college is recognized or not. This info is very much required to award points for the education.

At the VO level, they still do all the background checks, including the education, employment etc.,

Not necessarily The list of universities and colleges recognized might be passed on from every VO to CIO? In my opinion, it is far more easier than the employment checks..
