Applications will be process based on the prevailing Ministerial Instruction applicable at the time of submission, and consequently a post June 25 applicant will not be processed in accordance to the procedures applicable before that. This has also been clarified in the Canadian Gazette Notice which followed the release of the June 26 Ministerial Instruction – http://canadagazette.gc.ca/rp-pr/p1/2010/2010-06-26/html/notice-avis-eng.html#1.

There is definitely a disconnect between CIO and VO in this instance, and they quoting and attaching an AOR applicable to those under the 28th November 2008 Ministerial Instruction just confirms this.

But having said that, I would also add that having 2 VOs make a similar mistake is quite worrying!

Hi Temasek, I wouldn't worry about it too much. The guidelines are clear. There are possibly instructions sent to VOs from CIO with each individual post June 26 application that VO receives, as to how they should proceed with them...

Since none of our applications have reached VO, the officers are using the standard email responses they have been sending in the past years. In my opinion this is just a mistake, that is all. But it would be necessary for people receiving these emails to contact their VOs and point out the error.
