According the Robin's case,it happened before encashment.
On the other hand,Beshocar's refusal took place after his/her BD/CC was encashed.

I am afraid it is all otherwise. Just at the bigining of his tread he was describg these proccess and his arguments were that medicine is rare rejected and is costly for applicant. That is the reason they start background and security checks first (i beleive simultaneously) and only then med request.
However, i saw last cases when they request passport and medicals same time.

Will make a reference here:
Background check - randomly choosing documents from your file and confirm its authenticity (employment, degree, travels etc.)
security check - Scan you for Interpol and other criminality databases, check status of your organizations or groups you participate in.

Yes.

Both Federal Skilled Worker categories (Category 1, or Category 2 with AEO or TWP/LMO) require the principal applicant to include proof of language proficiency (IELTS is the main testing body) with their application.

I would have sincerely accepted this as Proof of Fund (PoF) had it been for Indian purpose/standard. But this is for Canadian immigration and I would follow their instruction rather going my own way.....
As per N/Delhi VO instruction - clearly mentions 'Unencumbered and readily transferable funds in a convertible currency' which includes current bank certificate, Fixed/Time Deposits and Savings balance (SB pass book).

Tracker has been updated with 'Beshocar' details. This makes 2 known cases, who have been rejected after encashment. Iafaneh for 'insufficient work experience' and Beshocar for insufficient points. Feel so sorry for both these guys ......hope they apply again!!!

After all the issues on whether we need an immigration lawyer or not...... whether we need to email or call CIC for status update..... whether you're still on the spreadsheet or not 'coz you are too busy to "open" the forum....whether your CC was charged or DD was encashed 'coz your bank said so..... whether you must send your PCC or not....whether you know what PER means but if only you have the initiative to realize that maybe on the earlier page you'll know that PER does not mean "Please Excuse my Rudeness, i am mlaforce :P..... seriously, I am still praying for the PER of Rina, Queencougar and Carl128...... ....... love you guys, keep on hanging ;)
