I will suggest updating the forms to a new date. There are only few forms and it does not take long to update them. Just to be on safe side. You can then have a cover letter explaining that your application was returned due to so and so reason and you are now resubmitting. This is to cover the lack of any reference number.

Thanks Kolapuri for your response...but my old formhas been stamped by cic with some hand written code written on them...should i send both sets?

Sending two forms is not advisable. You can either send the new ones or the old ones. I gave you my suggestion.

What are you trying to achieve? Are you asking them to reconsider your application? If so, send the old forms with a covering letter. Are you sending a new application? If so, send new forms. But either way do not send both :)

By the way I have just found out from another forum the way CIO will use diplomatic courier to mail our paper applications to the visa offices around the world:

The files are shipped to Ottawa, where DFAIT has diplomatic couriers, who fly commercial and deliver Gov't mail to the various offices abroad. If it is highly sensitive it is actually hand carried, otherwise the courier watches it being loaded in the airplane hold. When it arrives at the other end, the courier picks it up and delivers it to the CHC/Embassy. This way it is not subject to the host countries mail system or customs.

A diplomatic courier is an official who transports diplomatic bags as sanctioned under the 1961 Vienna Convention on Diplomatic Relations. Couriers are granted diplomatic immunity and are thereby protected by the receiving state from arrest and detention when performing their work. Couriers may be assigned on an ad hoc basis, but in those cases they are released from immunity once their bags have been delivered. All couriers are provided documentation that reports their status as couriers and the number of packages currently being transported in the diplomatic bag. Diplomatic bags may be transported under the authority of commercial airline captains, but they are not diplomatic couriers
