Ok here's what I think happens:

1) After completeness check an application goes for an eligibility review
2) It then, within CIC, goes for a second final eligibility review to ensure the decision from the first review is correct
3) After a decision on eligibility is reached it is passed to a person or department which sends AORs and forwards to visa office. At this point it is added to the queue in application received date order.

Any minor fluctuations in received date could be that some people's eligibility reviews are taking a bit longer than others.

But IMO we will see PERs coming out in loosely received date order, give or take a day or two.

Then above is just from my own observations!

Who already have the PCC ready need not to worry Since the CIO does not talk about the age of the PCC (The 3 Month Condition) you can still submit them if they are not older than a year.

Actually they DO talk about the 3 Month Condition :
"...please ensure that your certificates were not issued more than three months earlier..."

I understand that DD gets encashed once the completness check is over. Later if my application failed at eligibity check, do they refund the money?

Do they send DD for encashment even before completness check?

Hi

BD encashment is also a part of completeness check as it is mandatory to pay fee for every application. so if anyone's BD or CC failed to encashed eligibility will fail.

This is my understanding.

Yes I think if one fails eligibility check then money is refunded. But it will not be send along with application. They will issue money after 6 - 8 weeks.
They send BD for encashment only after passing completeness check and before eligibility check. Seniors pl. correct me if i am wrong..........

If you obeserve the trend, the time elapsed since receiving of application and issue of AOR has been reducing.
I believe it will continue to fall as CIC get a grip of the June 26 rules. Hopefully, with time, the tme elapse should fall to about 60 days.
Those AORs being released are the ones that don't have any issues. The delayed ones have a few queries and further checks/ consultations are being held. Once a format has been adopted, newer applications with similar issues will fly through much faster. Remember, CIC are human and they need time to adjust to the new requirements and the process of review which was previously carried out by the VOs.

You r right, things will go faster in coming weeks, also it seems they overcome the backlog of pre june application. I think in january 11 rate of PER flow will increase dramatically.

Let's hope that the waiting period of getting PER decreases and comes to around 90 days from an average of 112 days...... ;)
