my view is that:

1. UCI number is created after application is found complete (I got that number in early October, could be that it was created earlier upon CC charge). if I were CIO officer, I would find it time consuming to create application or any other number for a 5 minute completeness check (but don't know what their manuals state);

2. file number starting with letter B******* is assigned when application is found eligible (shortly before PER/FERC issue)

But as much as i can remember, one of our friends here has got an email from the CIC which mentions his file no. with letter B******* & mentions also that his application is not reviewed yet for eligibility !!

Well I think we are going to wait until people around our received date start getting PERs. If the received dates start moving much after ours and we don't get a PER then we'll probably send CIC a mail in the new year.

Want to avoid contacting CIC if possible, but likewise don't really want to wait 3 months if our application fails to find that out!

I think it was our friend Bindu who received his PER shortly after a letter containing his file number (B***). this gave me ground to believe that the file number is assigned when eligibility review is positive and over.

Thanks coffee for your view. I am also of the same opinion as yours. But we find that CIO while answering to our forum members gives some UCI number and to few File number. Due to this we are not able to judge at which stage we are when either we are being provided by UCI number of by File number starting with B ********

In that case dear, you should not wait long. I would suggest you to put a mail to CIO and know the status. Because we have experienced specially for Indian members that application which have returned back reaches after 2 to 3 months. Although I will never wish that it is with your application. But inorder to make 100% sure put a mail to CIO and get confirmed that your application is in process. I wish that your application pass eligibility...All the best.
 
Ok! Here goes..... the start of another work week at the CIC, may this one show us PERs all the way to end of August and beginning of September. Amen!

Thank you so much for the nice wishes and kind words Katy, sending you the spreadsheet was no trouble at all. I'll send it to you whenever there are a lot of updates to it. So, hopefully, we get 4-5 PERs per day in our forum and I'll send it to you everyday. ;) (I can hope can't I??!!!) ;D
