I think not sending birth certificate may be the reason and the customer service guy might not have known the exact reasons. I would suggest to keep your birth certificate ready and send the application once you get it back. Noc2121 will not fill until couple of months or may not fill at all. Was your BD/DD encashed or not? Please let us know the exact reasons when you get back your application.

Well let me speak up my hypothesis on case of Canadaforall’s friend. When CIO returned my incomplete package, CIO put my applications+ a cover letter explaining reason for return+a checklist highlighted the item I missed out, at that time, CIO had done completeness check on all applications. Supposing that CIO might have returned all incomplete applications especially those who missed out crucial documents (i.e. birth certificate, degree certs) as you all know, these documents are supportive documents for eligibility check while reckoning the pass marks. Hence, CIO would certainly return back these applications. IMO, Canadaforall’s buddy missed out a travel history but he has solid background for the NOC he’s applied and submitted all crucial supportive documents. That’s why his CC was charged, that means he has passed completeness check. In reference with some forum members, certain agents from call center told them CIO has been doning eligibility check on mid September applicants in somewhere October. IMO when CIO carried out eligibility check on his application thoroughly, they spotted this missing item and CIO just requested him to send merely this item. Deem that he might have passed eligibility check as well. That’s why CIO didn’t return the whole package. These are just hypothesis and everybody can freely reject or accept it as it is just my blind lead :)
 
if his application was september 30, then myabe by now they are doing eligibiltiy on the 1st or 2nd week of october.

They send these free of cost too. I have not been required to use them as my CC was charged but just in case.

I think this statement makes more sense and has meaning. We are all learning from this new process and will all know what is the rule after a couple of experiences.

To an Extent yes

But there are chances that they can still reject if there are too many missing links

And Since they do a completeness check befor Charging the DD, the probabilities of finding a major disconnect is very rare

They can easily sent it back if they find basic documents missing, even after charing CC/BD/DD.
All they will ask is your bank account and they will send the money back by local VO.
I think canadaforall friends appl. was strong enough with MSc , POF, 7.5 IELTS score. So they accepted and cc charged.

IMO, if they are asking for documents even after charging CC, that means they want to make sure that the appl. package is 100% ( or as complete as it can be as per CIO standard) complete be before forwarding it to respective VO.
If that's the case, then as soon as our applications will hit local VO, the rest of the process will be lighting fast. 8)
So I won't mind if they take time at CIO to issue any AOR..Let them take as much time as spossible..I just want my application to be accepted..I will try to be little more patient.. :'(

when you call the up the CIO they ask for an 8 digit code.
if your CC hasnt been encased what code do they mean?
