This is the first response AFTER encashment that we have had. Although I find it surprising that they allowed him into the cap with an incomplete application - perhaps it's evidence that the bureaucracy is not entirely inpenetrable and that human beings rather than robots work there after all ;)

Hopefully it's a precursor to AORs finally arriving.

Like i said in my original post i was first surprised when he called me to tell me the news. this is because i am here most of the times.

Like you have said it is also movement. This is also because i knew people who have been waiting for long, since June and July. when he called me he did not know how to put the information well , sorry and that is the reason i thought it was AOR, anyway sorry for that.
Like you have rightly said it is still movement and we will learn from it and see others experiences coming up.

Still according to me it was very fast.

Some operatives (probably those with less experience) follow the absolute letter of the operation manual. Others will use their initiative and discretion to assess a candidate's worth.

I agree with you, it is a case by case issue and depends on who is dealing with your case. Yes, his file was well presented with all the documents, IELTS 7.5, Master's Degree and good bank statement. I have learn a lot from this forum and i can help my friends who are lazy to read the forum.

Instructions say that CIC is not under obligation to request addl documents if anything is missing.
It doesn't state that CIC must return file if anything is missing, only that it is under no obligation to request any addl docs and may return file if anything is not included.

Subsequently, an individual responsible for reviewing file for completness still may, at his or her own discretion, issue the request for addl info without returning the file.
 
But really, luck shouldn't be the basis of whether or not your application is fairly dealt with. I am thinking of doc manu and meialua with their packages returned for a missing birth certificate and a copy of husband's passport which WAS in the package all along. Why weren't THEY lucky enough to get a letter requesting the missing documents? Don't get me wrong, I am delighted for those who are getting a doc request letter, that is how it SHOULD be done for a simple oversight. It acknowledges that this is a detailed and stressful process and that those undertaking it should be given a fair chance to succeed. End of sermon. LOL

That is the reason we say it is a case by case issue. He does it at his own discretion. This depends on who is treating your file period.

I would appreciate if someone tell me how to contact CIC..I am aware of 1-888-242-2100 number. I am in US and have AT&T service. Anytime I try dialing 1-888 number, I get the message "the number u dial is not a working number". I have tried several times.I am trying to get the status of my application. I know the toll free number works for applicants inside Canada only. So how are folks from US contacting CIC Call Center or where r they calling to get the information? Any help would be appreciated

that is the correct number. i called last week and it worked. try using a different phone maybe... :)

I think what happened here is that CIO made a mistake of accepting an incomplete document and charging his DD. So, they can not send it back anymore thats why theyve requested for the additional info, as what wayne said people from cio are all humans and not robot after all. Besides, the info they requested is not part of the eligibility evaluation but part of the minimal requirements which will be evaluated by the VO.
