They did not return the whole package. They highlighted those that are with them and ask him to fill missing one and send it. I read the mail myself as he knows very little about the process.

Also does he have to send the IMM5562 form to CIC in Sydney, or to London?

A friend of mine received the same letter. In his case it was before the CC was charged and before the 1122 cap was announced.
He sent across the additional information that was asked.
Right now his CC is still not credited so he is very unsure about his status.

Where is he to send the form to - London or Canada?

He is to send it to CIO Canada, please this is a new system and we are all still studying to know how it works. Let us wait and see others who will also be missing some documents. How CIO will do with their applications.

Because his visa office was London they carefully printed the London office specific instructions and marked in red those documents which are ok and highlighted the missing one and ask him to send it to CIO Canada.

These are the details i got from the paper when i read it.

Yes, they cashed his draft already , he has to send it to Canada CIO Sidney. We are all learning , because it is a new system.

Yes, i guess that is they new system, the might not return the whole part but ask you to send the missing document.

So when your friend sends this document on its own to CIO Sydney, is there a reference number they have provided to identify his document with his application or is it his name and date of birth the identification??

I agree with you. You are right. I am writing now after having read through the paper sent to him. I am talking about the facts and not guessing anymore.

Ok then this is still movement.

This is the first response AFTER encashment that we have had. Although I find it surprising that they allowed him into the cap with an incomplete application - perhaps it's evidence that the bureaucracy is not entirely inpenetrable and that human beings rather than robots work there after all ;)

Hopefully it's a precursor to AORs finally arriving.

No reference number has been issued at this time, i am sure he will use his name and date of birth. Another friend has just written on the thread that his friend also had the same experience. let us keep learning from the experiences and we will know more about how the new system works.
 
If nothing else, canadaforall has brought us reassuring news that CIO are showing leniency in their original mandate that the application must be complete or it is rejected on the first round. What I don't understand is why some have their whole application returned for a missing birth certificate and others are requested to provide some additional information. Any ideas?
 
My Learning from reading all the 10 pages regarding this new development is that

1. This gives us all, (whose DD or CC is encashed), a hint about a possible life line

That is If they find something missing after encashement, there are higher probabilites that they would ask for the missing doc.......
