IMO it should depend on who is accompnying you to Toronto..

If it is only "you" OR "you and your spouse" then winter would be better as you would not face competetion for "survival job" hunting from university students and other new immigrants who prefer to land in March........ IN CASE you are taking kids along, then post March should be good as sudden extreme cold might make it difficult for them to be comfortable...

In Process since 8 months............ think how much I frustated,depressed,angry cant sitting properly one place becoz of NDVO.... at least NDVO inform where we are it is good? time waste and money waste......
