Yes you can do that.
To reenter Canada you need PR couriered by your relatives to you or need to apply for travel document in CHC India which will take 4 to 6 weeks.

I have received the same Email on the 03 Oct then after 3 weeks I sent to them another email and they reply that they have already issued and sent the MR that was 1 week ago but till now I did not receive them

Do not worry just send them again and ask
