Interesting analysis for FSW2. I find some points in common between FSW2 and FSW1 who are already in Canada for study and/ or work purpose. Given current CIC's geographical designations, many of their files are also in the hand of Buffalo:

+ International students pay at least double than domestic students, they are not eligible to apply for major scholarships like SSHRC and NSERC. In many cases when they are given pr, they are too old in the program to apply for those fundings, or in other words, they need to work or have their own funding for their education. International students=double/triple tuitions and fees + other educational and daily expense + study permit extension $$$
+ Temporary workers: the same as FSW2
+ Visitors: the same as FSW2

So here it comes "everything happens for a reason." The "free money trickling into the economy" theory is proved true for both FSW1 and FSW2 at Buffalo given the office's geographical coverage. Maybe CIC also has a belief that people already in US and Canada will be more likely to stick to Canada for immigration purpose. That may partly explain about the very limited number of annual FSW visa quotas for this office. 2011 is going to say bye to us very soon and we can see how many post 26 June visas have been issued from Buffalo on this forum, which represents about 3-4% of total applicants as someone said before.

1. Buffalo VO is one of the slowest.
2. Our tracker does not show any processing of any Dec 2010 from Buffalo applicant yet.
3. You are FSW2 applicant....more delay; atleast that's what the trend shows despite the FULL contribution by applicants like you to Canadian ECONOMY. ???
4. Unfortunately, nothing can be predicted and have to continue waiting. >:(
5. At least being in RBVO means that your file is with VO (Nothing but LITERAL meaning)

I am not quite sure but I feel that all FSW2 applicants are separated from the FSW1 applicants at the CIO stage.

FSW2 applicants would have AEO, applicants already working in Canada and applicants who are currently in Canada on Visitor status. Now the only common factor in all the 3 category of FSW2 is that they are already contributing to the Canadian Economy. .

AEO applicant - Application fees to get a positive AEO, further extension costs ($$$$ contribution)
Job holders in Canada - Initial LMO and WP and further extension costs ($$$$ contribution) + Skill contribution + Tax
Visitor status holders - Extension of status and cost of living being paid by the applicant.....so either the money is applicant's own or is being sent from abroad + Tax ( if the applicant wants to stay in GOOD books of CIC/Govt.) ($$$$ contribution)

And if free money is trickling into the Economy, then its anybody's guess, that is the most favourable situation. So more these cases are delayed the better it is for the Canadian Economy money wise..... I sincerely hope that my thinking is proved WRONG (I so want to be proved wrong) ...but that's what I think for now...until I get some solid proof.
