I don't think London VO sends out 2nd AOR routinely. Most applicants go from RBVO to in Process.

Until now, my observation is that London VO doesn't send 2nd AOR to Post 26 June Applicants.
To some applicants London VO sent medical request instead of 2nd AOR.
