There is no tatkal scheme for reissue of passport , I have checked same with the passport office. I had tried my all ways... given them visa office letter showing the urgency, taken affidavit from the authorised personal... Spoke to RPO, but nothing has worked.

As for the PCCs, I guess that the best approach would be to get it as State PCCs (as long as that is possible), but if you think that that is difficult & since you already got your FBI clearance, if I were you I would send them the FBI clearance & clarify that you already got it in advance to as not to delay your application & that it covers the whole country & ask them if they still need the State ones.. I can see that in some cases, VOs might change their minds regarding their additional requirements.

I repeat, i got my passport reissued by Tatkal in just 7 days :) and that was in September 2010. The police verification was done a month later :P :P. I guess there is a provision, just that they are too lazy to work?

It should be simple logic to the passport office you are applying. Sometimes back the government of India had issued some kind of notification to all the passport offices to change the handwritten passports with new typed PP. In my case RPO(chandigarh) was kind enough to look into my problems with the PP.
Simply take the logic of Handwritten+the request from NDVO to the respective RPO.

sorry to here about ur NER. u 'll not get anything back from CIO except the fees u paid .I also got NER & after doing the case specific enquiry i got the following message from CIO:
Good Morning

Applications and supporting documents are part of the permanent record for a client and must remain on file. The instruction guide for Federal Skilled Workers directs applicants to make a photocopy of the application for their records. Therefore, original documents submitted in support of the application are part of the permanent record and are not returned to the applicant.
