Yes it somewhat confusingly can say "In Process" twice. When it is first added to ECAS is sometimes adds (wrongly) as "In Process". When visa office get the file it changes to "Received by Visa Office". Then when visa office begin processing your file is changes to "In Process" again! The trick is when you are properly "In Process" your detail will have the extra line "We reviewed your application and we started processing on XX XXX XXXX".

It could mean

1) The PER sent by email usually may be in your "JUNK" folder
2) Some confusion e-mail related
3) A small chance of NER (is known to happen) but let's not go there yet

You could send them a case specific inquiry. The normal time to hear back from them was about 120 - 130 days earlier but has considerably reduced now.

If it's of any relevance, we also sent further proof of funds at the end of last week. With our original application we sent 3 estate agent estimates and 1 mortgage letter proving how much equity we had in our house, as proof of funds - since CHC London accepts property as proof of funds at the application stage.

However, we have also been saving like crazy in a savings account so that we now have enough bank funds to meet (and in fact exceed) the minimum without selling the house first. We mainly did this so we could complete our recording of landing as soon as possible after the visa is issued. But since they have sometimes asked London applicants who provided property to show extra funds for how they will pay for the rest of the process, we figured it wouldn't hurt to be ahead of the game and sent all the bank statements to CHC London - so we sent them recorded delivery on Friday.

This means we've now show proof of over 3 times the minimum funding which we're hoping will suffice! ;)

Seems you are not aware of the step by step stages of PR visa processing. PER (Positive Eligibility Review / 1st AOR) is a term derived in this thread. It is sent by CIO after one clears the Eligibility Review. Then an applicant will get the AOR (2nd one) from their respective Visa Offices. NOW, it depends on the Visa Office, how they intent to send this AOR!! Either through email or snail mail.... :o ....... So 'Gdragon' got the 2nd AOR from Manila
