hey guyz does the primary applicant have to personally hand in the PR application, or can I ask someone to drop it off at the CIC office

Actually some CHC's have a drop off box, you have to check their web sites. Manila and London have drop boxes.

It is more reliable to send it by a Regitered post or a corrier sevice
