My application was sent on June17 and received by CIO on June 23 (Fedex delivery date), which is before last changes June 26. However, I don't have any file number yet (and I assume it is not registered yet).
Will it be considered by CIO or not?

Which date is usually taken by CIO as "application receive date"?
a) date of receipt (physically, delivery date of Fedex\Dhl\..)
b) date of payment
c) date of registering application on their system
d) something else?

I am really curios whether I was on time or not....
 
May be option number 3) Creating file in their system? You will only come to know when you will get your file number and will be able to see your ecas, their you will find when they rececived your file?

You are in.... usually CIO enters the application in the system (lock-in date) in the next 1-2 working days after receipt.
 
I am not sure but ECA's is Export Credit Agencies I think. I don't that I am right but this is the thing that I know about that ecas. Its up to you if you believe me.
