I was wondering if anyone had any idea of the time difference in waiting for your application decision in regards to paying the Right of Permanent Residence fee (RPRF) at the time of submitting, and not.

According to CIC:
"Paying this fee at the time of submission can help speed up the processing of your application, so it's a good idea to submit it when you apply."

So just wondering about any practical scenarios.

1 Probably adds about months to the processing time, IRCC sends you a letter, then you pay RPRF, IRCC waits until they are notified fee is paid,
 
Ah ok. Not too bad then.

So does that mean that the added time is *after* the decision is made, hence asking for the payment, or is it added to the time that they take to make the decision?
