to tell you one truth every one(may be 99.9%) going to canada will at least look to get PR.

Yes that is a well known fact and no surprise that visa offices know it. They just want that eligible, talented, good people should go and may be settle there. Canada is all empty, they want to fill their country to uplift their economy.
The reason why visa are rejected like in cases, college application after a university degree in Pakistan, or masters program even after having a masters degree from Pakistan university, etc kind of cases show that you are only going to settle there and not intended to get a real time good education.
A good Canadian education class can serve their country better. So go for a serious studies they will welcome.
My brother already lives in Canada. And I have not shown a single document to show my ties to Pakistan. I enclosed only my financial proofs (my brother sent his bank statement) and educational documents.
I would appeal all the people at this board please apply for good education, PR it will automatically come to you. Do not underestimate that this is top university I may not be accepted, or should look for a university of medium standards etc. check the ranking apply for good options. Asses your realistic positive points. Hit more than one applications (although mcgill was only one I applied for but just in case). Allah will help you.

The rescheduling fee is 4000 PKR and cancellation fee is 6000 PKR.....so i think it is worth it rather than not getting seats at the last moment!

No wonder i would have said the same seeing your college admission. But now that several days are left behind and there is no refusal from embassy that means there is Hope . You should have applied for Concordia, it's a very good university and since Montreal is hub for IT jobs. You would have found a job very easily. MashAllah. You have an excellent profile. Have you sent all this experience to embassy? Your chances are positive. Allah will help you.
