Seems pretty likely that CIC have a separate team processing post-June-26 applications.
Owing to the large amount of supporting documentation required they probably did not receive many applications in July, so they may not have even started processing until August.
Now that the "team" is processing we are seeing fairly quick turnarounds!
That's just my little theory. Shame they are not as quick with AORs!

Yes, I send everything except Police Certificates, but I think we need to re-submit all the documents to Visa Office again. Lets see what gonna ask next.
When are they going to send AOR? Anybody has any idea.
