Hello,

I know that if the application is not returned and they ask for some other additional paperwork while CIC is keeping the application is called non-routine.

If the application is returned for eg. CIC does not accept language proof and the person resubmits the application, would it be considered routine or non-routine?

nope. unless your application is accepted and they asked for some papers or maybe they send you an RQ then it is a non routine

Thank you,

So does it mean that if i resubmit the application with missing paperwork because of which the application was returned and after re submission, there is nothing CIC asks in future, then it would be routine, correct?

well it depends, getting an RQ is really un explainable, I never went outside since i landed in canada, when i applied for citizenship they send me an RQ, I have no idea why. You know what dont be afraid in non routine apps.. I am a non routine applicant and it took only 10 mos and 16 days before i got my citizenship. It might be a paper works but most of it, you have it in your filing cabinet :P

Thank you, I am glad the way you explained it. I was just curious to know that if a person reapplies on a returned application, will it be considered routine or not.
I know getting RQ etc obviously makes it non routine.

of course still a routine even though you send it 2 x and they returned it 2 time its because you are missing some papers that is mentioned in the application ei eilts, diploma, transcript, payment slip, etc. when they start processing your application and they need an extra documents like rentals, bank details, mortgage etc, then you will fall under non routine application

I am already eligible right now for citizenship. I am planning to submit application after 1 month, just to give buffer of another 30 days of residency.
Hopefully they don't return my application and don't ask for any additional documents. Fingers crossed!
