my application reached 2nd jan 2015 , I paid 400 , today(9jan) I received my application back due to wrong fee, still I am happy that I didn't waste too much time

That sucks but it's good news considering the circumstances. Pay the difference quickly so you can get back in line. Looks like they are trying to show that they (CIC) are "working". Yes, we like to see that.
