CIC Ottawa asked me to submit RCMp Background check on February 2015 after which I had another charge and communicated with CIC again. The Charges were withdrawn again and on December 2015 sent the court document and applied for a new RCMp Certificate. All this communicated to CIC so far. On MAy 2016 receivee a final reminder with 22 june 2016 deadline to submit RCMp Certificate. Very same Day I communicated back to them that I am yet to receive my certificate. However,I am disqualified for not submit the RCMP Document.


I am already in the process of hiring a lawyer but what would happen any idea.. plz share?

Given it's been almost a year and a half since CIC originally asked for your RCMP certificate - I think it's not all that surprising your application has been refused. Your situation is very unique and I doubt anyone here will be able to provide you with any real advice (it will all be guesses). Hiring a good immigration lawyer is the right next move. Good luck.
 
It's hard to get a PR even without any record.
Bottom line is, they gave you a deadline and you couldn't meet it.

Hire a lawyer whenever you have to explain yourself deeply
and/or that your situation is unique/out of the norm.
