Application Received Cap

Can anybody tell whether the number of Caps reached depends upon file received by CIO(Courier reaching Nova Scotia) or File process starting?

If your question is "at what point the app is asessed against the CAP availability", then the answer is - it depends on both factors you stated.

CIO can only know under which NOC a candidate applies when it opens the file, thet's to say when the processing begins.
But all the files are kept in line according to their receiving dates, so no September file will be opened earlier than, say, August.
