After waiting, my wife's PR application has been approved and she received a letter confirming this in the mail. The problem though is that we applied when we were still abroad, and now we're in Canada. On the confirmation letter it indicates that she needs to enter Canada before a set time, but since we're already here it doesn't explain what we need to do. My question is, do we need to go back to where we applied from and enter Canada again, can we just drive over the border the States or can she simply go into an Immigration office in the city? We've tried calling multiple times, but we can't get through. We've also sent off web forms for support and haven't heard back.

Was the letter that you received a request to submit her passport at an office abroad, or is it titled "confirmation of permanent residence" on the top (probably with bar codes)? The latter is called copr most often.

(If you got the copr, you should/must have received the passport submission letter before that - did you submit it?)

If in doubt, paste the first few sentences of the letter you are referring to (remove personal info) and that should clarify.
