Application not being processed after more than one year

I sent the spousal sponsorship for a friend of mine. She is from Mexico and he is Canadian by birth. The application was sent to Mississauga and received on December 23, 2016. It still has not been processed and today is March 7, 2018). As it has not been processed, there is no client ID and immigration cannot give any information because of this. What can we do? they are desperate and I feel awful. I feel this is my fault

No. We just went on the Canada Post website and with the tracking number it showed it was received at the mississauga office on Dec. 23, 2016

Then what on earth have you been waiting for all this time? If you don't get acknowledge of receipt, there's no application being processed. You never got an application number nor UCI, you never got any correspondence from them. Acknowledge of receipt (AOR) only takes a few weeks. At the first sign you were not getting it (probably February or March, 2017) you should have either sent in another one or call them and ask if it was being returned. Unless you submit a whole new application, absolutely nothing is going to happen for you. If the application was outland, the visa office processing the application would have been Mexico. Unfortunately, Mexico is one of the slowest visa offices, and it would likely take a whole year for the app to be processed. If it had gone through the first time, it would be ready by now. If you submit it now, you can expect another year + until your friend can become a PR.

What can we do?

Your friend will have to start the process from scratch again. Make sure you use the text notification option so your friend gets a text confirmation once Mississauga has received the application. It's very easy to get it, just printing off one page or two with some bar codes and stuff.

So did you actually call the IRCC help line and tell them that the app was received in Mississauga in December 2016?
