Application in October 2014 and Bill C-24 and linguistic minimum

Hello there,

Will my wife be able to apply for the citizenship with the current procedure (3 years out of 4) if her admissible date is October 15 2014?


She is currently terminating her mba. Does the mba have to be completed or a current transcript of her grades is OK?

1-Bill C-24 won't be implemented till June, 19th 2015.

2-No she needs the actual diploma, provisional transcripts showing completion of english/french courses are not acceptable by CIC as a proof.
