And what it affect you that they appeal or try to reopen the file instead to pay fees again with new applications as is minor issue they refuse for unfair issue as if they have this certificate they would not finish the file yet . I notice your advice have more negative than positive on all quests like no you are refused they are right just give up. Many people had worser than this and was fixed easy CIC are still humans and they know FBI not do it in 5 minuets, not appealing decision means accepting the refusal grounds , does CIC respect the Processing time frame ? No so they should consider delays from applicants too for gathering needed documents.

If OP proceed with appeal, it will take MORE time than submitting a new application.

So either get their case reopen OR submit a new application.

Filing an appeal doesn't benefit the OP in terms of getting PR for her spouse (in the shortest possible time).

You stop spreading negativity around and is not your business what I say they have brain to evaluate and do what they find right your advising to reapply instead of asking to reopen not reply or quite again on what ever I say here In forum .

It is everyone's business when you give bad advice that can damage someone's situation, which you have done multiple times on the forum.

Read my previous posts. I very clearly advised OP to request to have the app re-opened.
