They might reopen a case if they indeed made a mistake. But you need to prove you submitted all the document required.

Please check ur EE application status , if it is rejected or Cancelled , you need to create a new EE profile ..

i don't know whether they will re-open the case , once it is cancelled , it is cancelled the application.
