Does this mean that the application must be filled out in real-time and submitted online?

Or can you download all the required docs, fill them out on your computer at your leisure, and then go online and upload them to the embassy's site?

If the latter, wouldn't it have been clearer had they stated,
"Applicants must SUBMIT their application on-line"?

This is the correct way to do it as you have to save a copy of the filled file and upload it.
