I would like to ask about applicants who applied from within Canada: do they also get a passport request for visa stamping after all the other things get finalized? And, if yes, why would they need a visa if they are already in Canada and have been in Canada for some 3 years now? Or do they just get their PR card sent to them?

Yes, they get a passport request from the office where they applied outside Canada. Then they have to "land" at a Port of Entry or make an appointment at an inland CIC. Once they "land' they will receive their PR card in the mail.
