Are you sure, Did you experienced this ...? because a photocopy of already submitted while application. However I feel until they state that in their instructions i.e Medicals/PPR there shouldn't be a need to submit all. In most cases where new passport was obtained overseas they require both otherwise they will call only for new passport.

Usually there is no need to send old passport
for any Immigration visa stamp you need a passport which is valid for at least 6 months.

Immigration asks for your passport to stamp a visa not to see how many passports you have..(They can't stamp visa on old passport so new passport is required)
they don't need your old passport for anything " just photo copies" which we already send them are good.

Need your thought please. If an applicant has 4-5 passports and is asked to send PP's along with MR, RPRF and such, does the applicant send latest valid passport or all passports, including the earlier ones that are cancelled as well, due to time expiration over time?

Valid passport or travel document for yourself, and all family members. (Old and new passports) after completion of all the pending requirements. This must be received at this office by: MM/DD/YYYY
