1. the applicant is a filipino and stays at u.s given 6 months as tourist. she was able to find a canadian employer with available open LMO for fca. is it possible to push through the work and likewise the wp with open LMO oh her name already sending it canadian embassy or consulate u.s office?

2. what are the chances of denial if applying in non - homecountry of residence?

3. is there a need to go home p.i and from there push through whatever needs to be processed?

Did your friend apply TWP in US? Where did she/he applied? I might send our applications to CHC-NYC next week. Just want to know what's an update of her/his applications. Yes your friend can submit TWP applications in US. Is her US visa multiple & how many years?
