Firstly, this is sad. How can this happen?? I as being paranoid, seeing the ridiculous reasons for rejections, sent mail and hard copies both. I didnt pay much attention the first time on the email sent by them, but it said that the attachments should not be more than 5MB in size. So reduced the size and sent it. Coming to the point, do you think that might be the case and it when in some kind of junk folder?? If you sent email, then try sending the screen shot of your outbox showing the date and time of sent email with attachments. If you sent hard copies, try sending them the receipts to them, that only has the Postal code but should work.

Don't give up without a fight. If you provide enough evidence, then they should ideally review.

P.S. Maybe from now on we should send the document requests by registered mail with signature request. I am a bit worried now as I sent it with express post but it has no signature request. I tracked it, it arrived but don't know further.

It's sad, but it also means that the reason why they rejected aidina's application was because they did not acknowledge the receipt of his supplemental letter for job descriptions. In my opinion, if he can prove beyond any shadow of the doubt, that the letter is sent before date of assessment (which was around March for him, but if he sent it around January), then they will be forced to reconsider his application along with the updated letter of reference.

I actually forgot to request for signature when sending my passport. Big mistake :( but I hope it's not a big deal.

I got my CAIPS 2-3 days before being rejected, and there was no indication of the additional letter.

ok....did you get the automatic response that you get from CPP ottawa when you send in an enquiry/document?..if so, you can forward that to them as well because it is proof that you did send a communication to them in January.

I definitely received it, but, I have deleted it unfortunately. I sent them a screenshot from my university e-mail account outbox which clearly shows the date, subject, list of attachments, body text, and the recipient e-mail address of the e-mail I sent in Jan. Let's see what happens. I was expecting any kind of response except the one I received. I was really shocked for a moment.

No, decision was made on April 2nd. I had sent them an updated reference letter in Jan., but they say they never received it, and as a result they rejected my application.
 
Specific eligibility criteria for international students–Skilled workers and professionals

Note: As of May 4, 2013, CIC is re-opening the Federal Skilled Worker Program (FSWP) to 24 eligible occupations, in addition to applicants with a qualifying job offer or those applying under the PhD stream. As of this same date, all applications are subject to the new FSWP selection criteria.

Important:

We will accept 5,000 applications in total from May 4, 2013 to April 30, 2014, in the eligible occupations stream.
Within the 5,000 applications, we will only accept 300 in each priority occupation.
In the PhD stream, we will accept 1,000 applications from May 4, 2013 to April 30, 2014.
There is no cap on applications with a qualifying job offer.
As of May 4, applicants must use the new application kit and meet the new requirements in order to apply.
Applications received by CIC on or after May 4 that do NOT include the necessary Educational Credential Assessment (ECA) or do not meet the minimum language threshold requirements will be returned as incomplete.

There will be a new 1000-cap from May 4?

I applied using only RA and TA experience but got rejected.
CIC mentioned they are not satisfied with the job description.
