I included RA/TA, also had some work experience. Sent both. As you know when they give you PER, they don't let you know how they have counted the points, but I had the maximum point for the English test I didn't need the adaptability points. This might be helpful for you, A friend of mine got NER at that time, she wrote them an email mentioning that they haven't counted the adaptability points and then she received PER. Now she is at the doc request stage, waiting for Medical request. BTW I started my PhD in May 2008 and applied on Dec 2012 so I had more RA/TA than some of you guys. You need to consider this as well.

Hi hamoon, thanks for sharing. It does look like Ottawa would grant you the 5 adaptability points if Sydney gave you the 5 points to begin with.

For example, if you got NER, then appealed, and your NER was overturned to PER, then most likely, Ottawa too would honor this decision by Sydney and also grant you the 5 adaptability points for previous study (such as the case with your friend, and also with MapleDream, though MapleDream was eventually rejected for a different reason; the reason why I think she already had more than enough points was because if they didn't, then rejection would come before they even requested any documents; the fact the Ottawa requested these documents from her should mean that they already found her eligible in selection factor).

Likewise, if you applied after April 2012, then most likely Sydney would automatically grant you the 5 points, so these people would probably be okay too (I think websphereguy requested the CAIPS notes, and he mentioned the 5 adaptability points for previous study were there).

The question is, how about those that did not get awarded these points by Sydney (April applications onwards seemed to have been granted these 5 points automatically). Would they also get the 5 points? I suspect that they won't be, since Dani1982 did not when he was rejected, and his appeal was also rejected.
 
A little enquiry:

Does anyone know a friend who was able to get the domestic tuition fees out of Ontario after receiving the email of PER??

I want to try it out in Sask for myself, and in UBC and Manitoba for my spouse.

I am looking for any federal document or act.

I know that University of Waterloo accepts the PER email as proof enough to waive international student fee differential. Likewise, this rule, I think, is known by several other universities such as: UWO, Ottawa University, University of Guelph, and also York University. Only York and UWO, however, spell this out explicitly on their website.

Carleton University implicitly mentioned 'approval-in-principle', but no direct explicit wording of the PER email

"A person who meets the eligibility requirements to apply for permanent resident status in Canada and can provide a letter from Citizenship and Immigration Canada supporting this claim"

Not sure how this rule will apply to schools in Saskatchewan and BC though. You may have to check exactly what it means to be local resident, and whether or not they considered "approval-in-principle" to be enough to be considered for domestic tuition rates.

Congrats! finally we heard good news from Iranian side. Could you please tell us if you had submitted a photocopy of your English reference letters from your previous employers and university or sent a notarized version with your application?

Thank you for your helpful advice. I am still looking for these rules. It is very clear on the websites that you provide. I will show the financial department these documents. We will see what they will decide.

I recently posted some questions here but did not get any reply yet. So I'll just ask it again very quickly. Should I notify CIC that I recently finished my PhD (just yesterday^^)? I searched the website and it seems they only allow you to contact them about the change of personal information like marital status or birth of baby, but didn't mention finishing a degree or getting a job offer.

Yes. Let them know if finished. They may request you to submit updated docs to prove that.

Congratulations! I have actually also obtained my PhD recently, and emailed a scan of a letter from my graduate program to the CPC-Ottawa on January 17. So far no reply whatsoever. I will let you know what happens.

I'm not sure how this will work, but will finishing your PhD at least now guarantee you the 5 adaptability points for previous study? phdapplicant got his application re-open after one of his relatives became a PR AFTER he submitted his application (meaning that he's eligible for 5 extra points). Will finishing PhD work the same way too? I know that adding work experience gained after application date won't work though...

That's good news :) I think I remember ejamal or jessiezz having their status changed as well, but these people already got their medical requests by that time. I'm assuming that you will have the second line only after you receive the request for medical.
