ok here is a link of the page I am looking at : http://www.cic.gc.ca/english/pdf/kits/guides/3908e.pdf what I need help with is number 11, do I have to get this done? and if I don`t would there be any problems? My wife lives in Costa Rica and I am sponsoring her only to Canada to live with me. Thanks,

Gary, by family members in this case they mean children only: her own or adopted. If she does not have any children, then you do not have to provide anything here. If she does and they all are "accompanying", i.e. are include into her immigration application and will immigrate to Canada with her then again - you do not have to provide anything here. Now if she has dependent children that do not immigrate with her to Canada, this _does_ apply to you.
