Appeal letter

I contacted my consultant a few months ago and he told me he has sent an appeal letter for my first study permit refusal. After about 15 days the IRCC requested an additional document and I’ve sent it. Does that mean that they are reconsidering my application, although it’s been about 3.5 months without any update.

A formal appeal or reconsideration? I'm guessing reconsideration since an appeal generally requires a lawyer.

What was the additional document request? Generally speaking, that should mean they are re-reviewing your case.
