App was rejected

Just got rejected email from CIC that said my job wasn't satisfied 0213.

I put 0213 and
Gather system requirements from users
project design and planning
manage team to achieve goal
implement software
recruit and supervise computer analysis.

Not sure what I should put. I am a manager for two years with two direct reports but no title.

No, I don't have budget privilege. But our company is very flat. You only have title after you are promoted vice president.

Even vice president do not have budget permission. :'(

Very sad to hear about this. In my humble opinion I think that the application was rejected not because you didn't have the budgets/hiring responsibilities. Since the procedure clearly states that the candidate should meet "all or SOME of the responsibilities". It's a matter of convincing the IO about your eligibility much similar to applying for a job. Just my 2 cents.

CANIMG, I am sorry to hear about the rejection. I am not sure how can we convince IO about the job we do.

In my opinion the roles that you mentioned can be done by a software developer lead also. I think they are looking for some difference between a lead and manager and main responsibilities that are differentiator are

Hiring and appraisal
Interaction with client and price negotiation
Budget control
Decision maker in some area

Can some one like cal girl and other who have got PR under 0213 share their opinion and if possible R&R

I spoke to a friend of mine. He said, he did all those (except recruit) in his first year. So like Ankit said, it might be cause you didn't differentiate yourself from a developer. Do you think it could have been because of your major?

To gmohiuddin & afaraz: I was rejected by CIO.

To rupeshhari, I speculated my major could be one of reason. Any recommend workaround for this?

I am talking with our internal client, gathering and analysis requirement everyday.
As our company is very flat, there is not typical manager role. I have two directly report.
Not sure how can I make they treat me as a manager with five duties.

Duties you mentioned can be done by a Sr. team lead also. But duties like financial planning/budgeting for a project, client meeting, policy/strategy implementation, direct involvement in team member recruitment (not only evaluating some candidate technically but taking ultimate decision on a team member's recruitment), nominating team members for essential training etc are typical managerial duties.

very sad to know your rejection but you still have chances to apply again with new duties and responsibilities added. Would you please copy and paste your original Work Experience form +additional paper you have added?

Wht was your major in your Bachelors and Masters level? you got any Vendor certifications like MCP, MCSE, A+ , CCNA ???

But What I greatly assume that individual Immigration officer in CIC has a vital role to play.
Some are strict and some are not.

my personal take for this is that it would have been better if you stayed away from disclosing about your software development tasks coz there's a specific NOC for that.

Theese two items are too far from NOC 0213
- limplement software
- recruit and supervise computer analysis.

i applied for FSW1 with NOC 0213. im not a college grad, but i got ccna, mcsa, gsec, security+ and work as a manager for 3 yrs in an R&D facility with 20 direct reports. im hoping to get the medical request by post mail next week.
