my cousin submiited her application at chandigarh office but her application went to delhi office
How is delhi office, have this happled to anybody before?

You can call VAC to inquire.Helpline: 022 67866048 (8am – 5pm, Monday – Friday)
I suspect that since the Canadian Embassy is in New Delhi, all paper applications coming from the other VACs in India (like Mumbai, Chenai, Chandigarh, etc) will be first directed to VAC New Delhi. VAC New Delhi then submits it to the Canadian Embassy (IRCC) which reviews the application.
Same as in Pakistan, paper applications from Canada Visa Offices in Lahore and Karachi will be directed to VAC Islamabad because the Canadian Embassy is in Islamabad.
