Should apostilles be included with my husband's and step-daughter's birth certificates in the family sponsorship application?

You don’t need to put apostilles on any documents. Canada doesn’t recognize apostilles anyway. All you need is certified translation and affidavit from the translator that translated the documents. Just follow the checklist and instructions from Basic Guide.
