Does the BG In Progress (after months of AOR) mean that the Eligibility is met?

Yes. If you are Outland applicant and BG check is in progress that means you will soon get
a PPR.

Guys I just called NDVO. They didn't give any information. Asked me only to contact through mail.
Also, absolutely refused when asked if NDVO has any day in a month wherein we can visit them.
I just don't understand, how to get they information then ?
Mine AOR is 04 Feb and I am totally clueless why no Updation on my profile is done since 24/04/16 after it got transferred to NDVO.
Any idea how to get the information now ?

There are only two options which you are already familiar with. Either write an email(cc Ottawa) or raise a CSE(use Delhi link) and hope they reply you. All we can do at this moment is wait.

Centralized office which receives applications from all across the world. After initial checks CIO distributes files to Local Visa offices for further processing.

My bg went in progress at 10:00am ist and I didn't get any automated email for it. I came to know once I checked my profile. I got the ppr automated notification email on my email address at 4:00pm ist. So I checked my cic profile and ppr letter was there.

Alright and Congrats again! May be your BG went in progress a day before your PPR .. ?

I had the BG in Progress today. (working hours in India as I checked in Canadian working hours and there wasn't any update then)

Just couple hours later i.e. few mins ago I received Passport Request message in the MyCIC account (not in my e-mail.)

AOR - 27 FEB 2016
Medical Passed - 28-FEB 2016
No GCMS notes ordered.
Probably VO is NDVO as I applied from India.
