AOR and BIL received. When can PA travel to Canada on existing TRV?

We received both AOR and BIL for an Outland application. My wife already holds a TRV which she used to enter Canada five times before.

1. When can she enter and continue the process from inside Canada?
2. How to update the application once she enters the country?
3. Would she be eligible for a work permit immediately after entering or do we need any additional steps?

2. Just do webform advising of change of address.
3. Eligible to apply but processing will take .... well, however long it takes.
