Anyone applied for new passport lately?

I was granted citizenship last Friday and this morning I rushed to a Passport Canada office in Metro Vancouver region. The guy told me I should expect the passport by July 22. Does anyone know if the passport will surely arrive on that day or it could be earlier?

Just applied for my newborn and we got it a week earlier than we were told. Same when my husband and toddler applied last year. They say it will arrive BY that date, so it usually gets sooner (but not more than a week, unless you request urgent processing).
