I dont think that in India they actually give out visa to TOEFL applicants, you must have IELTS to get a Canadian student visa.

Visa has nothing to do with Toefl..this is just the requirement of university......Toefl & Ielts are both acceptable..if you are already accepted in university then it wont be a big issue for the visa officer.......Your visa depends on other document s..i.e your SOP,Financial background.....

I am sorry but you are wrong, Applicants from India require that they only submitt IELTS score..go to Vfs canada website in India and you can see for yourself that they dont accept TOEFL.. I have been living in Canada for one year now and I have been through the whole process and many people have told me that they dont accept TOEFL for Indian candidates anymore.

For Pakistan, basically you don't need it (but they encourage people to write IELTS). I know people who didn't write any of the tests (TOEFL / IELTS) and got visa.
